[gha] Fix MacOS workflows failing with undefined macro errors mk2

The macros shipped with Homebrew's gettext are no longer installed to
$(brew --prefix)/share/aclocal, so aclocal can't find them, resulting
in autoreconf failing.

Fixes issue #1889
