Abstract grid connections (#20038)
Add `ConnDialer` to abstract connection creation.

- `IncomingConn(ctx context.Context, conn net.Conn)` is provided as an entry point for 
   incoming custom connections.

- `ConnectWS` is provided to create web socket connections.
