A lot of warning messages are printed in CI/CD failures generated by go
test. Avoid that by requiring at least Error level for logging when
doing go test.
- remove some duplicated code
- reported a bug, separately fixed in #13664
- using strings.ReplaceAll() when needed
- using filepath.ToSlash() use when needed
- remove all non-Go style comments from the codebase

their own repo. Any such common packages should
