Fix evaluation of NewerNoncurrentVersions (#21096)

- Move VersionPurgeStatus into replication package
- ilm: Evaluate policy w/ obj retention/replication
- lifecycle: Use Evaluator to enforce ILM in scanner
- Unit tests covering ILM, replication and retention
- Simplify NewEvaluator constructor
